No you don't. As crazy as it sounds, you can actually convert fat16 to
fat32. I've done it several times myself, and kept the data intact. Now,
if you want to repartition, then you get PartitionMagic, which also keeps
the data while repartitioning. Amazing stuff. Also, you don't HAVE to
use fat32 with the newer windows, including 98. It still fully supports
fat16.
