Fixed my system problem, but I think Im missing an INIT for marinetti.

I erased the SYSTEM folder, all ICON folders, all Prodos versions, and
every startup/system file on my drive. I then dragged the system
folder out of the 3.5 drive icon, onto my drive.
On reboot, it went to the finder without hanging with the sys error $0010
I have reinstalled lots of tools, desk acessories, CDevs.
The computer still works. I think that my prodos 16 file was corrupt, or
Taifun boot was going screwy.
So, back to marinetti:
In the Marinetti DOC file, it says to
2. Open the CDev, click on "Configure...",
3. Select "connect" the pop-up menu.
When I click on Configure from the Marinetti control panel, the
"Configure" button turns INverse (from white to black)
There is no Menu that pops up. The documentation doesn't say you need a
special init for the program to work.
When I installed Spectrum on my IIgs, It told me that I needed the
Hierarchic Init file.
Do pop-up Menus need a special kind of system file?
If not, what could be wrong?
