At least half of the features of Windows 95B are available on the
net, 100% of the features of Windows 95A is available on the net, and
most of the features of Windows 98 is available on the net.

Basically Windows 95 don't change that much - most are updates to
DirectX, device drivers, supports for USB, etc. Windows 98 is nothing
but Windows 95B + some enhancement + Internet Explorer 4.

You don't really lose much by not upgrading. I am now typing on a
machine that uses Windows 95B, my ex-home machine uses Windows 95A,
and honestly I see ZERO difference among them. 

Windows 95A, B etc are not really upgrades, they are bug fixes. Just
like Mac OS 7.5.x, they are for free. The FAT32 is a different case,
since it is a new features and is potentially dangerous, Microsoft
do not provides the update on net...why anybody would want to purchase
Windows 95B for this one feature is beyond me. :)
