What is he talking about?

What have I gotten myself into?  I received this message 
from a young teacher in the UK for (I thought) keypals. He's 
talking about Vocaltech. Does that mean we can really talk 
(hearing kind of talk) to them....or is it the chat line 
kind of thing we already do?  Here's the message. Any help 
would be appreciated.
