Hi.. and no.  The RGB signal is not identical to the s-video signal and
not that superior to NTSC composite.  The RGB signal IS at the same scan-rate
as s-video, e.g. NTSC if that's what you're talking about.

RGB carries color/brightness information in 3 lines.

S-video carries color information (c) in 1 line and brightness information (y)
in another, and 2 grounds.

NTSC composite cables (RCA cables) interleave color and brightness information
in one line, and the resulting signal is dependant on the destination comb
filter.

Point is, all of these cabling are dependant on source.  RGB always seems to
look great because it usually comes straight from a computer - no resolution
loss due to tape storage medium.  s-video or rca comes from tape and if they're
VHS tape.. it's pretty much crap anyways as VHS loses a lot of color 
information.  SVHS is slightly better on brightness, hi-8 is better than vhs
color and brightness, betacam sp rocks them all, digital-s/dvcam/etc/etc is
about as good as betacam sp and so on - which looks about as good as the source.

Most video occurs on NTSC composite cables onto superior tape storage mediums
that keeps the original signals intact.  You don't see see bad CG on tv do
you?

Cabling matters less than source, while limitations on transmitting and storage
medium does matter.

Why does rca cabling from GS to tv look like crap?  TV doesn't have a very
good comb filter to separate out the color and brightness information, and
the tv has a lower display resolution.

Get a scan rate convertor that does s-video in to NTSC RGB out.  The cost
is around a thousand or so usually.
