3.5" Drive Problem

I was just given a IIgs by a friend who "knew it would find a good
home".  System tests good, but the 3.5" drive doesn't work. (A
substitute 3.5" drive works fine.		

Symptoms are straight forward:  On booting, there is no activity at the
drive, disk or no disk, and after a second or two, I get the sliding
apple.

I remember some discussion about a "SWIM" chip.
Is this an easy fix, or not worth it?
