I don't know that that is truly the case, but I won't debate the point
since mere possession is close enough to ownership. Especially in this
case, where U Iowa has maintained the drive for some years.

Unlike Nathan I don't mind that Turley's stuff is there as long as the
drive has room to hold it. I do think that non-Apple II software, like
Windows-based or Mac-based emulators should be elsewhere. There are plenty
of other ftp sites for Windows and Mac software, including emulators.
