: Why?

If you use an FTP client, you'll notice that all the files in the Sep97
directory are symlinks and not actual files.

: Or maybe a better question is...where should new uploads to Ground go?

In the uploads directory. When the maintainer finds them, he'll put them
in the correct category and make a symlink to it from the Sep97 directory.

The Sep97 directory is just there so that you don't have to search through
hundreds of directories just to find all the new uploads.
