You cannot "connect" a IIe and IIgs using AppleTalk, in the sense of
actually transferring files between them.  The only standard features
supported by AppleTalk on the IIgs and with the IIe workstation card are
sharing printers and acting as a _client_ to a file server.

You need a Mac (or something else which acts as an AppleTalk Filing
Protocol server with support for the features required by the Apple II)
if you want to access files.

(In theory, someone could write an AFP server for the IIgs, or even the
IIe, but it would be far too much work to be useful, especially
considering that you could buy a second hand Mac Plus running System 7
for a pittance.  It would also be possible to write a very simple file
transfer protocol which would work without a Mac.)
