If you are referring to the connector at the front of the card, it is
called the Video Expansion Bus (VEB).  This connector allows you to
output the horizontal and vertical sync from the VOC to another device
as well as accept incoming RGB video from another source that can
replace the graphics that are generated by the VOC.

In other words, you can take the RGB out from another computer and run
in through the VOC.  This allows you to use the VOC as a RGB to NTSC
convertor.  It even has a square pixel enable signal to allow the use
of square pixels from RGB signals from VGA cards from example.

If the RGB source you are applying to the VEB can be sync'd to an
external signal, the horizontal and vertical sync outputs from the VEB
can be sent.  This will sync the RGB source with the incoming video to
the VOC and allow you to overlay the RGB source onto the incoming
video.  In theory and with some extra software on the RGB source
computer, you could overlay VGA graphics onto live video using the
VOC.

All this information is available in the Apple II Video Overlay Card
Development Kit available from the ByteWorks.  It has been selling for
$19 US for quite some time but contact them first to get current
pricing.
