A lot more work than just using the game io port on an apple, but certainly
possible. Many hobbyist electronics magazines have published the sort of
article you want; I know our local ones (Silcon Chip and Electronics Australia)
do it on a regular basis (and you thought only women's magazines recycled their
articles!).

Not really. You only need a cheap digital to analogue converter chip and a
power transistor. A jerky controller (16 levels) could be built using the games
port, or a smoother one (256 levels) using a parallel printer interface.  But
there's a big movement to do amazing computer control with "DCC" (Digital
Command Control" - go ask in rec.models.railroad), with tiny decoders in the
locomotives. Or for a different approach, get Bruce Chubbs book "Building a
Universal Computer Interface" (I think).
