    Well on my particular setup, I have my hardrive divided into 9 
partitions, yet the Finder desktop appears in no more or less time
than if I have just one active. I always count the time from when
I hit Apple-Control-Reset and the "beep" sounds occurs, until the 
desktop and menu-bar appear (about 5 seconds with a shift-boot). The 
partitions take an extra second or two to get loaded onto the desktop 
of course, but you can have them instantly appear if you remove the
'Desktop' and 'xx.Icons' files from the /Icons folder on each
partition (not that I do, though).

    My old drive had 10 partitions, but I noticed when I launched 
a program and quit back to the Finder, they'd instantly appear the
second time. Obviously the information in the /Icons folders was
being cached at that time, though my new drive doesn't seem to be
willing to (it has 256K cache instead of 128K like my older drive, 
and I have 1 MB cache on my RamFAST btw).
