I believe the reasoning behind wanting to be the only one to host a particular project is that any reclassification usually comes with stipulations by the author/copyright owner(s) (ie... packaged materials, zipfiles, pdfs a certain way etc) and the only way to ensure that those stipulations are met, now and in the future, is to insist that the person working to obtain the reclassification is the only distributor of the project.

I don't see it as 'demanding' but, rather, as ensuring the criteria set out in the agreement between the material owner(s) and the site is met. Once another site(s) is allowed to host a project, the original reclassifier loses control over the project and can no longer assure the owner(s) that their wishes will be maintained. In the case of ProTERM, besides Tony's busy schedule, I imagine that the owners of the software wanted it preserved and presented a certain way.
