This is possible.  I dont think that an actual line voltage is necessary. 
However why would you want to do this is beyond me.  You would achieve much
higher throughputs using a null modem cable.

You would have to issue an answer sequence on one modem (the host) and a
connect sequence on the other one of course.  Read your manual(s).
