This is probably one of the more frequently asked questions on this
newsgroup. It is answered in Nathan's FAQ, which is posted monthly.
In short, there isn't much reason to "upgrade" to a ROM 3, as most of
the new features are achieved on a ROM 1 by running recent system
software.
In addition, it requires a replacment motherboard, not just a chip swap.

You could connect a PC serial mouse to a serial port, but it wouldn't do
much as no software supports serial PC mice. A "bus mouse" is right out
of the question.

The IIgs uses the same mouse as every Macintosh since 1987. You could
just go to an Apple dealer and buy an "Apple Desktop Bus Mouse II".
