Question on broken Apple IIe Color monitor



Continuing my attempt to build an apple system from garage sales, I
picked up an Apple IIe color monitor yesterday for 10 bucks.  The
seller indicated that it worked fine (that will teach me!).

When I got it home and plugged it in, it powered up and the little
green light went on.

I took the video feed from my IIC out of the little green monitor and
plugged it into the color monitor and got nothing.  Just to be sure I
then plugged the video feed into my old Commodore composite color
monitor and got the appropriate screen.

I unscrewed the case and checked inside.  Finding no loose wires or
blown fuses, I sealed it back up.  I still cannot get a picture. 

I do notice that when the monitor powers up, a thin 3 inch line
flashes on the screen.  When I turn it off a 3x2 rectangle flashes in
the center of the screen and then goes away.

Any ideas what the problem could be?

Would it be best to take this to a computer repair shop or a TV repair
shop?  

Any estimates what it might cost?
