I think there was such a ProDOS 8 GUI available from Apple a long time ago
("MouseDesk" or so, but my memories may fail :-) ).

There also was a package called "GEOS" (Graphical Environment Operating
System?) which was available for some platforms, including C64, PC-AT, and
Apple IIc/enhanced IIe. It had a boot disk with a finder clone on it ans
several applications, including a word processor, a painting program, and
some business utilities.
GEOS was quite popular on the C64 and the PC, but not on the Apple II.
I've sold my copy some years ago...
