    That was Street Electronics Alphabits card. The only reason I could
see a need for one was if you wanted to use the Cricket, Mockingboard D or 
Echo IIc (external sound add-ons designed for the Apple IIc's DIN5 port).
Of course these add-ons originated from slot cards, so there would be no
reason to want the externalized version (unless you had a IIc and IIe in 
the same room I suppose).
