If you're looking for less-guaranteed methods, try writing to your
congresscritter and urging them to pass *good* legislation to make
spammers pay for the crap they're pushing. Try reading in
news.admin.net-abuse* or dropping by several sites like
http://www.cauce.org
On the personal side, another thing you can do is to pledge to
*never* take any of these spam offers up. Make them think they're
shouting into a black hole, and they'll eventually realize that
there's no point in continuing. If you must respond, send email to the
admins of the nearest responsible upstream provider, who can do
another good thing-- kick them in the britches into the aforementioned
black hole.

[1] Damn fine line from a damn fine movie :) Note I didn't specify
which of several sites to hit, but as soon as one's slagged, the
others should learn real fast.
