   Clue: .JPG files can be of pretty much any size. I just created a
2x2 .JPG of a white square with Photoshop 3.05, which is recognized as
a legal picture by all the viewers I had handy. [There may be limits
imposed on the size of jpeg files imposed by the official spec, which
I don't have handy]

   File format tends to have nothing to do with internal image size
for general transfer formats.
