There is a program on apple2.archive.umich.edu somewhere that does this.  
I've never tested it so I don't know how well it works.  It is in 
/pub/apple2/apple8/appleworks and its name is something like 
changefil.bsq.  You'll need Binscii or the new Bsc-it and Shrinkit to 
decode it.  You'll get documentation and the program.  If it doesn't 
work, I think you can get an Appleworks 2.0-compatible file by never 
setting any tabs and never pressing the tab key.  That is, press space 5 
times instead of tab once to start a new paragraph.  Appleworks 2.0 and 
2.1 didn't use true tabs.  Good luck!
