Apple ][ Power Supplies

I purchased an Apple ][ Plus from a surplus computer dealer recently. I
have cleaned up the computer--it was covered with "dust".

The power supply says on the back that it provides + and - 5 volts and
+ and - 12 volts. When I read the voltages with a digital volt meter, the
voltages seemed to be high. Is this because the supply is *not* loaded
down or should I try to fix some of the internals--like capacitors or voltage
regulators?

Also, I might be able to get an Apple ][ E power supply to replace this one.
Will the ][ E supply have the strength to power all those TTL circuits in
the ][ Plus?
