   That mostly depends on your definition of "the internet" and
"without difficuly." Much more info on this and lots of other subjects

   Any Apple II with a serial card (and possibly modem), comm program,
and [null] modem connection to a [usually unix] host and do everything
you want and can with a text connection. Pictures are not displayed,
but that's usually a speed advantage as the fluff is ignored. [Certain
types of pictures can be download and viewed on varius Apple II
models] Also, TCP/IP support is not finished, so you will need to find
a connection that supports that.

   If you must have fancy pictures, all the latest WWW Browser plugins
doing various levels of crud, save up and buy a used
PC/Mac/workstation and use that. If you can wait (how long is
unknown...), TCP/IP might be released, removing one "difficulty" a lot
of people nowadays are starting to run into.
