I don't believe the ROM 04 was ever developed beyond the prototype stage.
I would expect any prototypes developed by Apple to be substandard (in 
one form or another) when compared to a production unit.  Atleast the ROM
04 got futher development than some of the "Concept Macs" which are merely
a shell of a design.
