     Mainly, you will need ...

Info on AppleSoft BASIC-- The old AppleSoft BASIC Programming Reference
Manual is best; a paperback named "Apple ][ User's Guide" is good, too.

Info on DOS 3.3 and ProDOS-- more manuals

A BASIC editor-- Beagle Bros.'s "Program Writer" is _it_. Both DOS 3.3
and ProDOS versions are included. PW is not, absolutely, required; but,
it makes BASIC programming on your Apple ][ about 500% easier.

Graphics utilities-- the for-IIe "816 Paint" set is very good. There are
many others which offer a variety of special features (Graphics Magician,
Beagle Graphics, Dazzle Draw, Koala Micro-Illustrator, Blazing Paddles,
...).

Examples/Ideas-- The best, most fun way to learn game & graphics
programming is to modify and improve some game you and friends enjoy
playing. Your best source for type-in-yourself games is issues of
SoftSide. Nibble Express volumes are good, too. Nibble, SoftTalk, and
Creative Computing are other sources.

There may be some favorite non-copy-protected games in your software
collection you'd like to work on; and, you can download piles of
games from Apple2 Caltech, Ground, and Asimov.
