How to use modem with Apple IIe and SSC?



I recently bought an Apple IIe system cheap at the Trenton Computer
Festival
(a great source for used computers, BTW).   It's the first Apple II I've
used in
10 years, and brings back good memories.

It came with a Super Serial Card but no documentation.  I have been trying
to get it to work with USR Sportster 28.8 modem, but with no luck.  I have
read Nathan Mates Apple II FAQ, and several documents on the Apple site,
but am still unable to get it working.

When I send an "AT" command to the modem, I get no response.  I know
the SSC is working, however, since I've installed the Apple Disk Transfer
utility and have used it to transfer disks.  Also, if I connect it to a
dumb
terminal program on my PC, any characters I type on the Apple are received
by the PC, but the Apple will not receive any characters sent by the PC.

I've tried several serial cables, including a simple one which swaps pins 2
and 3 and runs 7 straight through.
