Could you be more specific about the nature of the bad picture (e.g.
fuzzy, wavy, noisy) and the configurations of the systems. If you
are getting an image at all, I would not suspect a conflict with the
RAM card. (BTW, my system is a ROM 01 with the same Sequential 4MB
card and I've had no problems.)

If it's a matter of the quality of the picture, it's likely that
something is causing interference for the monitor. Possible sources
might be another monitor nearby (e.g. the picture on my SVGA monitor
shakes if my Apple RGB monitor, which sits beside, is on, and it did
the same when I had a Mac SE set up two feet away), or a fan on the
computer or a peripheral, an improperly shielded power supply or cable,
or any of many other things. If this is the case, try moving the
monitor and other components around and see if that helps (or makes
it worse).
