According to the firmware listing, the Pascal 1.1 offsets are supposed
to contain $1C, which is the entry point of an error handler.
It looks like Apple never intended to support the Pascal 1.1 entry
points for the AppleTalk firmware in the IIc. Pascal itself would
ignore the AppleTalk firmware, as it is in slot 7 (which is not
supported by Apple Pascal).
