14.4 is the ideal speed if you want to hook it up to an unmodified
Super Serial Card. You can set the port speed faster than the modem's
connect speed. In fact, this is recommended so that data compression
can work. Go ahead and set the SSC to 19,200 and use a 14.4 modem.
If you use a 28.8 modem, you will be wasting some speed. The solution
is an add on product called the Turbo ASB that plugs into (piggybacks)
the SSC and will increase the maximum speed to 230,000! However,
a 28.8 modem will certainly WORK with the port speed set to 19,200.
It just won't go all the way to 28.8. If you get a 28.8, you'll have
room to grow should you choose to get a Turbo ASB for the IIe or use
the modem on another computer, such as an Apple IIGS, Mac, PC, etc. which
can handle the speed.
