    It is possible, but it would not be usable in any sense of the word.
Lack of resolution would mean 42-50% of the screen would be missing, or
would have to be viewed in pieces by scrolling around. Its speed would
be like watching paint dry; it would probably take several minutes just
to open a window in the Finder. It'd be _very_ interesting to see, but
no real value.

     What about your claim that "somebody" had written (or was in the 
process of writing) a Nintendo Gameboy emulator for the IIgs? If either
emulator exists, could you provide some more information to make it a
bit more plausible?
