There are sea's for many operating systems. Which one do you mean?
If the .sea file was designed on a gs, it will unpack if you change
the filetype to S16 and run it (Self-Extracting-Archive)
BTW, GS sea's can be decoded with ShrinkItGS, even if you don't want
to run them.
