I've also written a DOS command line
MIME decoder for the PC, but I doubt this it.
I have not put it into circulation.

I also have a command line uudecode program that works on the Apple II.
It is a utility in the Proton Command Shell, which was available via
a Web page that is now defunct. Will at a new site soon, I hope.
More on that later. Could be persuaded to pump out a base64 version
for the Apple II, with some arm twisting perhaps.
