For the record:  BSC-It beta 7 does decode Base64's on a GS; does not
encode and apparently doesn't work on a //e because it contains some
GS-specific code for test-results (it IS a beta, afterall).  Can't
say whether it will encode in the future, but it will run on a //e.
The BSCIT 1.0 release (does binscii only) *does* work on the //e fine.
