The disk is formatted as ProDOS, but does not have a copy of ProDOS
on the disk.  Your friend needs to first boot another disk with
ProDOS (the file) on it, then insert his disk, and he can use it.

His disk is commonly known as a "slave" disk, since it contains
valid data, but cannot be booted.
