With an Apple II, a modem, comm software, and a shell account from
a local ISP, you can certainly connect to the internet. For more

For your second question, I'm assuming that at least the PC can
connect to the internet. If so, you can download files to there and
null modem them over to an Apple II with a null modem cable and comm
software running on both ends. See the FAQ section 5.* for where to
download software from, and also 10.2 for Steve Cavanaugh's modem disk
with comm software if you don't already have that.
