     It sounds like your drives are not getting enough current on the +12V line. Since swapping in a new Power Supply does not help, and since both drives are affected, you are left with three decent suspects:

1. The Controller Card has, somehow developed a high-resistance point on the +12V and/or Ground line trace. Or, the connector which goes to the drive cables may have developed a fracture at a solder point on the board.

2. The Slot socket has developed a fracture where the +12V and/or Ground pins solder to the motherboard.

3. The +12V line's Power Supply socket pin connection to the motherboard has developed a solder fracture.
