After looking at your photos, I think working out a complete schematic
for the mouse is in order.

Each axis of motion controls an encoder with two phototransistors whose
outputs are in quadrature.  This allows one to determine the direction
of motion.  It also requires two Apple inputs for each axis.  I suggest
the four paddles are the four encoder inputs.

If all four paddle inputs are read rapidly and compared, both the
direction of motion and the number of steps can be determined.  Two
state changes will occur as an encoder disk rotates through one full
"tooth" position.

Perhaps only one of the switches is actually wired up...(an Apple
tradition, no? ;-).
