This sounds like a damaged computer.  The IIc+ has ZipChip
components built into it.  I have seen a ZipChip equipped IIe
that was not able to drop down to 1MHz with the ESC sequence
before (however, it worked with the Zip software).

You could try the Zip configuration software to see if it will
work, but Apple probably made the IIc+ incompatible with it.
Alternatively, there should be some kind of PEEK or POKE sequence
(softswitches) that will turn acceleration off.
