Your problem is obvious--you are trying to use the ImageWriter II as a 
parallel device when it is a serial device. Instead of the Grappler, you 
should get a Super Serial card or clone, put that in slot one or two, and 
attach the ImageWriter II to that port (making sure you are using a 
serial, and not parallel cable.
When you set up within Publish-It, select ImageWriter II in whichever 
slot you choose (1 or 2, 1 is the most common). That should work without 
any further tweaking, although the Serial board will need to be set to 
terminal mode, I believe.  In any case, try this out and then come back 
if you have problems.

(If you need a Super Serial card, there are several companies you can go 
to, or check in comp.sys.apple2.marketplace).
