   No. IBM PC and Apple II disk formats are different at a hardware
level.  Thus, theu require extra (rare) addon hardware for a disk to
be readable on the other type of machine. A list of such hardware is
available online at http://www.visi.com/~nathan/a2/faq/csa2.html, but
to my knowledge, no off the shelf PC has this functionality.
