Apple's Memory Expansion board needed jumpers closed to tell the
system when you added more RAM. There should be two jumpers on the
board. If you filled it, close both jumpers. [512K or 768K partial
fills wanted some combo of the 2 jumpers, but a full card is easy to
remember]
1.25MB of RAM does get filled real fast, especially with the latest
system software, etc. 4MB cards being so cheap, I'd almost recommend
those rather than hunting down chips.
