If the idea is, mainly, to have your Apple programs run on a PC, your
easiest option may be to convert your Apple stuff to DSK files and run the
programs under an emulator like AppleWin (available on Asimov).
Plain Text files can, simply, be transferred 'as is' and accessed via
any PC text editor or wp.
You can transfer files from the Apple to PC via NULL modem; or, you
can upload the files from the Apple to a BBS, web site, etc. and download
them to your PC.
Unless you have special PC hardware for reading Apple II diskettes,
you will, one way or the other, need an Apple II computer.
