1)  If you wrapped the cable too tightly in transit, you could have
  damaged it.
2)  Try setting the startup to "Scan".
3)  Try turning on the Hard drive for 10 seconds before starting the iigs.
4)  Check for cards in the iigs which are DMA-incompatible.
5)  Hard drive could have been damaged in transit. How did you pack it?
6)  Is the card seated properly in the iigs?
7)  Is the slot damaged in some way?  Try another slot.
8)  Too many cards in the computer could cause insufficient power being
  supplied to the SCSI card.  Get a Buggie power supply.
9)  Voodoo doo doo.
