Yes - use a defragmentation utility.  This will defragment the whole
disk.  I doubt there are any utilities that defrag a single
subdirectory.

Assuming you are referring to the blocks occupied by the directory
itself, it is not possible (given a clean disk under ProDOS-8) to create
a multi-block subdirectory which is not fragmented, short of a rather
convoluted series of create and delete operations.

Under GS/OS, it may be possible to reserve multiple blocks for a
subdirectory through appropriate use of the Create call, but I've never
tried.
