It's at the caltech FTP site.  However, it's an old Pascal based subtitler
that just uses 1 pixel wide outlines on the fonts and there are no video
effects.  You have to shift boot to use it to since it uses a 24k? stack.

The pixel wide outlines is really bad when going to video because of the
lower resolution of VHS and even SVHS, and especially after multiple
generation copies.
