suggestions for utility disk in Disk Copy image format

Since the concensus was that it would be a good idea to put together a 3.5
disk of II utility programs and make it a Disk Copy image file and put it
on one of the ftp sites, I'm looking for suggestions as to what should go on
it. First question is should there be separate 8 bit and IIgs only disks. I
figure if everything would fit on one 800K disk, this would not be needed. 
Another thought I had would be to put the 8 bit stuff on a shrunk 5.25 disk
and include that file so it would be possible to get a 5.25 version as well.
So what all does everyone think should go on the disk? And should it be 
bootable? I'm leaning toward making it not bootable to avoid howls about
copyright infringement.
