    Not quite, the Apple IIc Plus supports it as well. It should also
function on models of the Laser 128, or at least I'd assume so, with 
the equivalent of a Universal Disk Controller built-in. 

    To answer the original question, there are three interface cards
which would support the Apple 3.5 ("dumb" device) on an Apple IIe.
The Apple II 3.5 Disk Controller Card (Apple Computer), the Universal
Disk Controller (VTech) and the PC-Transporter (Applied Engineering).
