There was a pre-boot program called PlusWorks that enabled the II+ to run
very old versions of Appleworks, Version 1.2 I think (not sure, never used
it).  Don't know where you would find that stuff now.  But essentially,
yes, you are right, the II+ cannot run 128K programs.

These days, using a II+ is sort of a hobby within the Apple II hobby.  I
love my II+, but you'd be better off in the long run buying a bare IIe and
using that for any kind of serious uses.
