A program called Shrink II, published by EGO Systems, will do this.  It
costs $40 including shipping in the US, Canada, and Mexico; airmail
shipping anywhere else in the world is $3.  It both Shrinks and
Unshrinks.  E-mail EGO@genie.com or GSPlusDiz@aol.com (that's Steve
Disbrow, the program's author).

I know Steve and he's a good guy, and Shrink II is a good product.
