   rec.arts.sf.tv.babylon5.moderated has been doing that since its
inception (this spring?). That's about the only thing that'll work--
getting every news software to agree on a standard is not gonna
happen, and even if you do, people won't upgrade. [Lots of people are
still using Mosaic or Netscrape 1.x-- not that that's bad, but if
Netscrape 4.8 (requiring 32MB of RAM to display a 'hello world') is the
only version that supports some neat messages, people won't upgrade.
